Certainly not a super either way. Neither is James Bond.

Jason Bourne is a super spy. Super usually means there’s some sort of drug/genetic work done.

I'd say Jason Bourne is more akin to Sam Fisher. Ghost stealth operatives in and out of a location and/or killing machine. I guess you could say Sam Fisher was a spy in Double Agent though.

James Bond is more a spy in the sense he partakes and mingles with the company he's trying to infiltrate.
