Someone in this thread says it was going on for 2 years and MS were going to drop the bomb at E3.

It would partly explain why there was no output. Why spend money on a project when the new bosses will cancel it anyway? May as well keep people in easy jobs doing busy work for 'free' on Fallout 76 to keep the shareholders happy.
