I have never heard anyone say that.

It is quite intuitively obvious to even the most casual observer that the game looks as if it would be technically impossible on anything but a next-gen system.
The chief editor of Kotaku made such statements, as did some PC-GAFers in this thread after the game was first demoed.

There was a big deal over why Resistance 3 was 30fps when Reistance 2 was 60fps.

Resistance 2 was 30 fps.
As far as I can recall there was a discussion around the fact that Insomniac went on record saying that they won't do 60fps games anymore. But that was in relation to the R&C series.

Hopefully Shadow Fall includes the shooting range they had for Killzone 1.

Wow, I wasn't expecting them to look that detailed. Also, why don't I remember a silenced version of the default ISA assault rifle..?

And honestly, better than it looked, the feel of firing a gun and impact of bullets are still two of KZ's strongest points. That said, I felt the 3rd game toned it down somewhat (especially with hit-reaction animations).

Silenced M82 was from KZ3 MP. Medic had it, I think.

Loved the trailer. It has me so hyped for next week. Looking forward to what else they can show off. Only thing in the stage demo that disappointed me, was the weak explosion at the end. The bomb on the airship kind of just makes the thing explode in a puff of smoke. It's the only thing that stood out as sort of weak. I want to see some meaty explosions next gen.

30 fps or 60 fps is a design choice, it's not necessarily linked to the console power. If the PS4 was even more powerful, there would still be devs who choose 30fps over 60fps because that way they can use more effects etc..

Even if these consoles were packing 4TFLOPS+ GPUs, you'd still see plenty of 30fps titles.

Developers target 30fps as it allows them to maximize eye candy. The average Joe will notice improved graphics, but not 60fps.
 
I always find it humorous how many people think that 60fps is some fixed performance number and that with more power its cost decreases. They then go into threads with their herp derp statements that they think are meaningful never realising how utterly dumb they sound to everyone else with an iota of understanding.

Wait you mean textures/poly increase, more complex lighting/ai/shaders/physics etc all have an impact on performance? Unpossible.

lol yeah I hate people who come out every gen saying this is the gen we get 60 fps. So dumb it's beyond words.

This. The stupidity surrounding this subject is immense. As long as 30fps is accepted mass market there will be games that feature it (because the trade offs are worth it according to the devs). With the same token it agitates me greatly when people arbitrarily choose which genres ought to be relegated to 60fps as a rule. It reached a pinnacle with Drive Club. I can't remember this much bitching when PGR or Motorstorm came out.

At the end of the day, all games are smoother at 60fps than 30fps (an objective truth) and there are many of us who find 30fps to be absolutely fine and playable (as evidenced by sales of games that show the consumer base almost fps agnostic). So one's preference for 60fps is a matter of independent choice. And if one only plays 60fps games, then one can play on PC.
