I've been thinking of something few weeks ago.
Not sure if you guys remember, but Revelations 2 actually ran better on the Xbox One than the PS4, in fact, there are few games that for some reason run better on it, even if the PS4 higher resolution would have only been enough to use the more powerful hardware gap.
My stupid guess? API. OpenGL was something very criticized for more demanding games until Vulkan came in and documentation was also another issue, while DirectX came with the basics set and a very good documentation, which pavemented as the lead API for many years. So developers are actually developing mainly for the DirectX for Xbox and PC and OpenGL ends up being the aftertought for the PS4. PS5 uses Vulkan instead. RE Engine uses the DirectX as the main API.
