If you read the book Jacked by David Kushner, there is an interview in there with the Housers where he asks about where they see GTA going (geographically) and they say "...GTA is a satire on American culture and will continue to be just that..."

Granted that could mean that they make commentary on American culture globally, however the conversation seemed to be focused specifically on geographic setting. And, noted Rockstar is now down 1 Houser bother, so this could change. But i doubt it.

Yet you could have argued that about Watchdogs and been wrong.... I think they mean its a satire of American culture WHEN the game happens to take place in America, NOT that the series will never be outside of America. So to say it will "ALWAYS" be set in America is a bit dramatic. No evidence exist that the company can't make a game in London again or won't etc. For all we know, it is set in Texas and you also go across the border to Mexico and its a whole Narcos type theme with the Cartel. It literally makes no sense to limit the series based on such a thing as you could say that about the games themed in America sure, but where the fuck does it state that they CAN'T then do the same thing in London? So I don't think they mean that statement in absolution, I think they mean it in regards to when they have a entire in America, not that they'll never do one else where as I see no benefit to limiting ideas.

Edit: I also agree with London or Japan... London probably makes more sense.

Florida and Brazil are already GTA VI. Don't need to make the game there. Though the theme parks could make it fun in Florida.

I voted for Brazil, my home country, but honestly GTA should stay in the US. it makes more sense for what it is, given the game's own premisses.

Brazil should be used in Forza Horizon, that would be a good fit.

If they still had the balls to do honest commentary about american culture it should be in Washington state with two cites mimicking Seatle/Portland.

Voted Texas. i want a 1970s Dallas area with all the oil boom stereotypes. I need me some caddy with some long horns on them so i can ride across Dallas/Ft Worth to go muscle out some opponent who is trying to unionize my labour.

GTA always uses real city disguised as fictional places

Vice City : NY

San Andreas : Detroit

Los Santos : Los Angeles

Montreal would be sweet, preferably set in the '90's, but I don't expect to ever see it. Big presence of mafia, biker gangs, street gangs, casino, theme park, sex capital of North America. Hockey obsession. Multiethnic and bilingual nature of the city makes it easy to play on stereotypes with the added benefit of the French/English language divide. It's a gold mine ripe for the taking.

My first thought when reading the thread title was 'Moscow please'.
They could really let their hair down for a big part of the game, then take it over to America.

Or missile crisis Cuba with a Vice City attached to it. Boat ride transition would be long enough to load the next area on [insert less favourite console here].
