You are asking the wrong question, and I noticed that this happens with many people who bring up this subject.

The question you should be asking is WHO are the devs that are being hired that are pushing for visuals like the top of your example. Once you ask that question and look into it, everything makes sense. If a studio has half its staff or more made up of people who think that women in games should look like your top pic, what do you think was going to happen?

tbf this is probably an issue with the new facial capture tech they're using. This kind of uncanniness happens when the actor's face and the character model don't match.
