Neil is the narrative director for both games. He basically writes the screenplay, and oversees the mocap and cutscenes. For part 2, he hired Hailey Gross who gets co-writer credit. He gave her full credit for it as they both appeared in the interviews post launch.

Now where it gets iffy is when Bruce Straley gets involved. He was involved in the creation of the IP way back in 2009 after they shipped Uncharted 2 and were told to go and make a new game with a new team. After trying to reboot Jak and Daxter, they settled on TLOU. Bruce has as much to do with this IP as Neil. However, since Neil wrote the screenplay, Bruce was kinda left out even though he had a lot of input on the major story beats.

Hollywood has separate writing credits for situations like this. You get a screenplay credit, AND a separate Story By credit. Bruce would probably get the story credit as a co-writer there. This is basically what Bruce was upset about because when the show went to HBO, Neil claimed sole writing credit of the original when in fact, it was both him and bruce who were told to go create a new game for ND. He was there at the very inception of the franchise.

they both concepted the idea of the game. neil wrote the story. bruce as game director has input helped flesh out some ideas but was mostly responsible for gameplay. bruce would get a story credit not a writing credit.

It's her mess though. Uncharted 3 had issues but she was not one of them. The project was run by the design team and they had a list of setpieces she had to write around. She hated that but had no choice. one example was the boat setpiece, they built the whole level while Amy tried to figure out a way for Drake to be on that boat at all. She ended up making it a rescue Sully mission. besides, ND famously says that all of their games come together at the last minute anyway.

They also fucked up by announcing the release date a year in advance and had to stick to it leading to a lot of issues towards the end. This was all chronicled by ND themselves.

At the end of the day, they had no right to meddle in her game because she didnt do it with their game. She was given very little resources because the entire studio was busy working on TLOU then finally after they shipped it, they fucked her over again by deciding to do DLC which took the studio another 8 months. Like the book says, you cant really expect Amy to do much with the game when 90% of the studio is busy working on another game.

Sorry the narrative that Amy could do no wrong, every other senior person in the company was out to get her, meddle and ruin her projects - it's laughable

She's a big girl. She was a director and writer. If she couldn't get the team creating the game she wanted for Uncharted 3 then who was making all the decisions? She was the most senior person, that falls to her. If she is not good at managing projects then maybe she should stick to the writers room

Evidently the only time it ever really came together for her was Uncharted 2 when Bruce was co directing.
