Would you be surprised they really never had to animate anything. These are historical high res photo scans of the original backgrounds from various 70's, 80's and 90's anime movies & OVAs.

The process of the background was to align the skeletal pencil art to make sure the perspectives fit the animation which may have been run in the foreground once pencil tests were finished. The complex background artwork (sometimes based on a photo from a real city or rural landscape) were then painted in. For higher productions; you'd often have more than one person work with one background. The only sad part is they were only intended as a still background (hence the name) and would sometimes only appear on screen for less-than a few seconds. Posted here, we can admire them...as long as we want.
