Your passport ID is the same for the e-mail account and your gamertag associated with that e-mail account. If you can sign into your passport e-mail account, then you should be able to sign into xbox.com. If you can't, then either you have the wrong e-mail address or he's changed the Live ID it was associated with. Your Xbox customer support agent should have a list of recent Live ID changes. Go to the "recover my gamertag" option from you Xbox 360 dashboard. Recover your gamertag onto your 360. Change your .NET passport password so no one else has access to your Xbox Live account if it was a breach.
No one can get into your CC information so calm down. All they would have access to is the last four digits at most.
Did you play with you gamertag on someone's 360? Did you perhaps transfer your gamertag to a memory card? I don't think anyone has "hacked" your account you probably just haven't recovered your gamertag from the last time you played it.

Hope everything works out for you. If you cant get verified when calling into Xbox Customer Service then they will be able to do nothing whatsoever for you. Chances are whoever stole your account arleady changed the name, cc, address, phone, and any other contact information they would use to verify a person.
Hopefully Luke/Frank can do something for you.
