I haven't played this particular game, but in the past gaf has had a tendency to confuse input lag with deadzone/acceleration. The latter in particular, often goes unnoticed, and when you combine acceleration with large deadzone, you get a real mess. And people often call it "input lag".
Sometimes it really is input lag. But a lot of the time it's just poorly designed analog settings. Remove dead zone and acceleration, you get games that are highly regarded for their smooth controls.
