Ratchet and Clank on the PS4 is by no means a perfect game - no game is, but it is absolutely still a special game. It's one of the better games in the Ratchet & Clank series and certainly one of the better entries in the action platformer genre - particularly among modern entries of the genre.
Despite the game using a lot of ideas from other genres and other games - even from its own series - it always manages to feel like something completely unique at all times, and that it's unlike anything else you are ever likely to play. It's not particularly mature and it certainly leaves any meaningful amount of challenge at the door most of the time in exchange for accessibility, so because of that it might not be for everybody necessarily. But it is still without a doubt one hell of a game.
