Like Ghaleon noted, I'm not surprised that HBO wouldn't stray too far from the Bungie-centric material. Jason Pace, the guy apparently "in charge" of Halo now, has specifically said, "Make no mistake; Halo Wars is canon." So take that for what you will. Officially, it would depend on whether or not they made that determination. Obviously some Halo elements are not canon, even within Bungie's realm, like many of the easter eggs we find throughout the game. I mean, there's no legitimate canonical reason for Jason Jones to have his shirt off in subzero temperatures. By definition, anything that is officially licensed and released by the owner of the IP is typically considered canon. The owners also have the ability to deny canonity to their own works. For example, if MS released Grunt Dance Party, it might never be directly stated, but by MS's wording in interviews and such, it could be assumed that they don't consider the game to be canon.
