I didn't make an "accusation" and I mentioned that thin and cliche writing for side characters was one of the contributors to this right in the post you just quoted!
Pizzolato hasn't finished writing a potential Season 2 yet, nor has HBO actually formally ordered it. Once they order it, they need to approve his script (which might be a fast or slow process depending on what he hands over to them.) Once that happens they need to shop around for a new director (Fukunaga bowed out), a new location, and a new cast. Once everyone's locked down they need to actually shoot the show -- they did 100 days of photography on this season, so you're talking at least a three month block of time right there. Then they need to edit it, bring in music, etc.
In short, I'd be shocked if they hit a date more aggressive than Summer 2015.
