In all honesty, I don't think he cares about the subject. At most he just cares about getting support from the GOP institution. He will put anything they put in front of him to sign.

"Preventing exploitation" and "protecting children" is what anti-porn activists call their attempts to stop 15-year-olds from watching porn. They also bring up child porn incessantly in an attempt to smear mainstream porn by association. Not that child porn isn't a serious issue but it's not the priority for groups like this; their aim is restricting porn in general as much as possible.
