It's a sniper rifle for vehicles. I think it's balanced pretty well, with the long charge up, five shot limit and long respawns. Yes, if someone in the game before you fired a beam rifle shot and then lagged out, then your rifle might shoot out that beam. But that means that someone in the next game after you is going to try and fire a different weapon and your sniper bullet will come out. This is a big thing that I think Bungie did just to say that there were 3 more new weapons in Halo 3. Taking out the auto-lock rocket launcher and making 3 different weapons serves no purpose at all. In Halo 2, a Banshee was more agile and could easily evade an incoming rocket. Warthogs and ghosts could evade them too by driving behind rocks or in "playing chicken" with it. Now in Halo 3, the missile pod is just a syupid weapon that really isn't that good at taking out vehicles. It's sort of a nerfed version of the Halo 2 rocket. The laser is gay because it can take out vehicles and personel accross the map with sniper-like prescision. The fans, hardcore fans in particular, weren't too fond of the Target-Locking Rocket Launcher. Bungie just make those weapons to make Halo 3 seem more apealing. There was no real point to do it.
Yes I would say MLG is a good playlist if you really want to get your Battle Rifle skills honed. The playlist also plays slightly faster than the others so come ODST time when you have all the maps and can sample every playlists delights, you should feel right at home. Also, when you get the maps in September check out Swat. It is a demanding playlist but very rewarding when all goes according to plan. Meh, a good driver could evade missles fairly easily. What I'm saying is that the weapon itself was poorly designed. It was far too easy to use effectively. It's skill ceiling was basically on the floor. I say he saw/heard something that wasn't there, he says it was lag.
Which necessitates getting closer. Heavy weapons being really risky to use (obvious exceptions such as the Sniper Rifle, of course) is a good thing. It's also a sniper rifle for people. It's easier to hit someone reliably with the laser across, say, the length of Standoff, than it is to hit them with a sniper, largely because you don't have to aim at the head.
