You do not reinvent the wheel here. The AI tree is there, you would take what is similar between brutes and elites, take whats kind of similar and edit it and remove what wouldn't be used.
Yes Stormtrooper I've done some basic AI programming along time ago but thats not important I'm not saying I could do it I'm saying I understand they could swap the code in any basic OOP.
Again my thought is I don't feel its a technical limitation they reached, elites are not in ODST because that is how they wanted the story to go. I don't want to go off on tangents.

Looking at the map overview, it appears that you spawn killed alot too, so it increases the likelyhood that of the two guys that did not quit, one was a stander.

Considering my next monthly to read list and wondering if this should should bump off an old star wars book for me for next month.
My only issue is reading multi-book stories without access to the next part or conclusion. Drives me nuts and sometimes I find it hard to recall some story parts because I read a lot. Annoying as I like to follow a story properly, especially sub-plots and minor things whch tend to be forgotten if I have to wait between parts.
I can tolerate it if there aren't too many sub plots to follow.
