Nope, it's rendered by the game. It makes way more sense to do it this way - why dedicate servers when the client can do it itself. Also you can see it being done - when you save and upload the film it plays the film back in what appears to be slow motion as it captures individual frames, then it takes the result and encodes it and uploads it to EA's server.
The difference between Skate and Halo is that Skate has a certain time limit for saved films which keeps the size down.
