We know for a fact that the Mythic map pack will be available on the disc when in releases in Fall of 2009. We know that for those who have Xbox Live will be able to purchase the Mythic map pack at an earlier date.
Now several people have thought that Diagram 4 was the best representation, except for one small fact which is totally based on assumption and could easily be wrong.
Now for the purpose of this post. I am unsure if there will be actually "new" maps aside from the Mythic maps and the ones already released.

This quote is where people thought there might have been actual new maps besides the Mythic map pack to solidify the Halo 3 experience. I personally think that people are too quick to make that assumption. I think Halo 3: Recon is more closely related to the Halo 2 Multiplayer Map Pack.
The Halo 3: Recon disc appeals to three various types of people. The first group being, the people who love Halo 3 and would love something more than Halo 3 maps. The second group, who don't think the Legendary map pack is a good buy. The third, the people who do not have Xbox Live. Halo 3: Recon offers a new campaign experience for those who want more. Halo 3: Recon is an alternative option for those who don't want to pay for the Legendary maps. Finally, Halo 3: Recon offers the rest of the Halo 3 experience to those who do not have Xbox Live.
I think it's more like this diagram. This diagram may be faulty in presentation, and certainly looks worse, but I think it might be a good representation. The SKUs, Halo 3 and Halo 3: Recon branch out to Campaign and Multiplayer. Halo 3 Campaign and Halo 3: Recon Campaign are similar in terms of engine, storyline etc. but the new campaign offers more, like a new perspective, music and new content (not available to the Halo 3 multiplayer)
I believe that Halo 3: Recon's multiplayer experience is focused on the offline audience. The disc offers all the maps avaliable on Xbox Live and includes Forge for them to play around in.
Taking all this in, it seems to be that there is focused emphasis on the campaign experience, which leads to the possibility that this campaign may just exceed our expectations.
On the other hand, I could totally be wrong.
