I always wanted to play the 2nd game. The 2nd game is hilarious. So many twitch streamers played it. Yet they always picked the more serious routes or they had their audiences pick stuff. The worst options always seemed like the funniest

You're acting like the bra and panties is the only thing that could have gotten the uncensored version banned from Steam. Super Seducer 3 has two unplayable levels, with one of them being called "Sexy girls teach sex". It's possible the level was pornographic, so Steam said no. The thumbnail for that level literally has a girl bending over in bed in lingerie (doggy style), so it's possible the level is much worse than that. I also noticed that in the threesome chapter, one of the options ("I like to talk to beautiful young girls") is not available. It's possible that the option was borderline pedophilia, so Steam wanted censoring for that too. Overall, I'm saying that it's not black and white, and there could be multiple reasons why Steam rejected the uncensored version

You do realize that there are TONS of games that fit my terrible description outside of those few titles you've listed.
Steam has been banning vns much longer then people realize. Not that uncommon to except the first game but ban the second. The overall process of getting on Steam is stupid.
You also can choose to ignore them pretty easily.

And yes.. they probably have a couple people assigned to game reviews (mostly just botting them up.. I mean literally over 27 games a day released last year).. if a game is blatantly advertising sexual content, has past controversy, etc.. they likely pay more attention to it.
Maybe if employee A got assigned it would have passed, but not w/ employee B. Or maybe management stepped in for this game..
