They sold FFXV unfinished and in separated pieces without saying anything in the cover. I'm not surprised they are releasing VII without a "part 1" in the box.

What about games planned to be a three part story from the start, such as Mass Effect?

Diferent scenario. ME games are 3 diferent games and are related by story and characters and you can send your choices from one game to another. FFVII is ONE SINGLE GAME and every sane person buying a game called "FFVII REMAKE" would expect the whole game remade and not only the tutorial area of the original. Not calling it "part 1" is a mistake.
