Oh god yes, there are so few games which allow for Bethesda-level modding. When it comes to newer games, Bethesda's titles almost stand alone when it comes to offering a modding sandbox.

Their inhouse engine is a big mess. I guess that's why they are using Unreal now. It will be much easier to release Unreal-based mod tools of their future games.
