Not super surprising. The game doesn't look like its general design would need PS5 power and honestly a few places here and there in the previews looked downright bad graphically.
Good thing last gen was ultimately dropped and we get at least some limited next gen eye candy.

Yes, in June 2022 they mentioned a PS4 version was scrapped.

I'm glad the PS4 version of Final Fantasy 16 was scrapped

I can vaguely remember an interview last year where he said that the real time cutscenes that run on PS5 would have been pre-rendered on PS4. I also think he said it was scrapped earlier on in development, around the time it was revealed in 2020.
