Yes, its most likely due to poor design choices when you think about it. I didn't notice it in 10 hours on 1.4.. On 1.5 i noticed it instantly upon spawning into the city at night after installing the patch, streets were completely barren, just a ton of disappearing headlights up every road... Maybe they've cut back the traffic in general on 1.5 leaving the issue much more noticeable.

Not sure if posted already but massive resolution gains in the base PS4. Slightly better textures as well.
