The lack of security and confusion lays at the doorstep of the CIA. If anything this also tells us that a decade after 911, government agencies are still not properly communicating (State Department asked for extra security and apparently didn't know the CIA was involved).

Do people honestly believe Obama let four people die...for what exactly. Help arrived too late to save them. I think there are serious questions to be asked, such as where was Obama during all of this and what was he advised to do. Panetta said it's never protocol to blindly send forces into a situation they don't have proper information/intelligence on, for instance.
