I am calling out Capcom's announcement of 16 playable characters at launch being intentionally misleading. It will be 16 + 2 hidden fighters (Akuma and the Boss of the game).
Since Turbo, Akuma has been in every SF and related cross overs except for TvCs, and story wise, he is pretty significant.

Gouki is likely to be a secret character if not among the earliest DLC characters. In SF3 2I he was a secret character but you just needed to input a code to unlock him.
In OG SF4 he was a secret character as well.

I'm on board with SF1 and Alpha Birdie being possibly not the same person but I'm pretty sure from Alpha --> SFV he really did just get fat. It happens.

I think Capcom have learned their lesson with SF4. Secret/hidden characters are a hindrance for fighting games, whether it be for casual play with friends or tournaments. They already acknowledged it was a bad idea in SF4 and fixed it with subsequent iterations, and from what they said about SF5 so far, I think the full roster will be unlocked from the start.

I almost spelled it "weta," but then I started having flashbacks to SmashGAF and realized it's for the best that I didn't.
Theorizing time, The game will supposedly be released at the end of March. That is seven months time to hype the game. We have 6 more characters to be revealed among other things. Here's my guess on how they'll release the information over the coming months.
September: Dubai Game Show, the new Middle Eastern or South Asian character since the UAE has a huge Subcontinental/African population.
TGS 2015: Karin (since she won the Japanese character poll)
October: Brazil Games Show or whatever the new event is, new South American character reveal.
November: No reveal this month (probably a 2nd Beta with the RMika build)
December: Capcom Cup, Alex revealed at the end.
January: Maybe a 3rd Beta??
February: 4th new character, Info on the systems, Multiplayer, Fight money.
March: Final character reveal, Story, Boss, DLC structure

The Japanese would go crazy if that ever happened.
Edit: And yes, you're absolutely right. Capcom Cup takes place at PSX this year. Paris Games Week is probably the second to last one, then.

Τhe matches i enjoy the most in street fighter are shotos vs shotos and my fav character is akuma so i can't say i agree with you. What i don't like are shotos that are a variation of another shoto like evil ryu or oni.
I think capcom considers him classic too so maybe he is one of the 2 classic characters that have yet to be revealed for the starting roster that Matt Dahlgren talked about. I really don't want to wait months or a year to play as akuma.
The thought crossed my mind but i also think that it is probably not akuma, if the color in ono's pictures is a hint it would probably be for karin at tgs.
I have the same opinion on both of your points, I think they will put him in as a secret character that is unlockable through mostly single player content like in a lot of past street fighter games.
If we are going off the Silconera leaks then this is what I think the reveal schedule will be.

I feel like they put Haggar in MvC3 as a way of satiating requests for him in SF. I wouldn't rule him out completely, after they put Poison in finally I think almost anyone could be in the game given enough fan support, but I definately don't see Haggar in SF5 unless he was a very late DLC character.This just occurred to me-
2016 will be US elections right?
Haggar for SF5 as a dlc character in 2016 would be friggin' perfect.

This will be the moment where Haggar finally joins up in SF. Although, I wonder when it'll be. Possibly the first year of DLC characters. Who knows? :V

The way I imagine this game will turn out, everyone will be DLC.
According to Matt Dahlgren in an interview with Gamestop, the roster will include 8 "classic characters" that we would "expect in a SF game", in addition to 4 characters we haven't seen in a while. Going by that it doesn't sound like Alex and Urien will make the cut for vanilla SF5.
I know that. I didn't say I thought Silconera was true I was just basing my guesses of the only source that has enough characters to fill the empty spots. Besides, I have my own interpretation of what he meant.

I'm still not sure whose words there were, his or Gamespot's interpretation, so it's really hard to make anything out of it.
Those words could be interpreted into anything. Technically speaking, as an example, Alex and Urien could fit what he said seeing as we've known about the Silconera leak for a while now, so technically we would expect Alex and Urien.
I'm not saying that's how I interpret what he said, but it's an example of how we can get anything from his words.
