I am calling out Capcom's announcement of 16 playable characters at launch being intentionally misleading. It will be 16 + 2 hidden fighters (Akuma and the Boss of the game).
Since Turbo, Akuma has been in every SF and related cross overs except for TvCs, and story wise, he is pretty significant.

"Birdie" must be a gang name for boss or something. The boss of Birdie's gand becomes "The Birdie". SF1's Birdie was overthrown by Alpha Birdie.

Eventhubs.The reveal will take place on September 11th at 4 p.m. in Dubai / 5 a.m. PDT / 8 a.m. EDT.
At the latest, Friday, which is when Ono will be at Games '15 in Dubai.

We will get a character at Dubai
We're probably gonna learn the entire roster before the end of the year. There's still...Theorizing time, The game will supposedly be released at the end of March. That is seven months time to hype the game. We have 6 more characters to be revealed among other things. Here's my guess on how they'll release the information over the coming months.
September: Dubai Game Show, the new Middle Eastern or South Asian character since the UAE has a huge Subcontinental/African population.
TGS 2015: Karin (since she won the Japanese character poll)
October: Brazil Games Show or whatever the new event is, new South American character reveal.
November: No reveal this month (probably a 2nd Beta with the RMika build)
December: Capcom Cup, Alex revealed at the end.
January: Maybe a 3rd Beta??
February: 4th new character, Info on the systems, Multiplayer, Fight money.
March: Final charcter reveal, Story, Boss, DLC structure

Dubai is a new character, we cannnot even guess what kind of character it will be. TGS, I think it will be Karin or one of the classics. I want a teaser for that.

Rufus was the last character in vanilla SF4 arcade, so having Zen be last would match up with that. The last two could be reversed, but considering Necalli was revealed during Evo, I doubt it. Newcomers are better suited for reveals at FGC events.

You never know. The bag is brown and red which are also colors of Akuma. The teaser pic has this purple affect to it. Those are stretches and I don't think it's Akuma, but you never know.

I feel like they put Haggar in MvC3 as a way of satiating requests for him in SF. I wouldn't rule him out completely, after they put Poison in finally I think almost anyone could be in the game given enough fan support, but I definately don't see Haggar in SF5 unless he was a very late DLC character.This just occurred to me-
