Youtube accounts have a minimum of 13, but there's plenty of videos where you have to sign in because of "mature content".
And the only reasons these platforms have "13" as the minimum age, isn't because they are making a website for "kids", but because they collect and market user data.
Any website that collects and markets user data can only do so from users that are at least 13 years old, it's just that the places that have actual "adult content" (again not a girl in a bikini playing games) have extra rules they need to follow.
