I guess I should have made my statement a little more clear. I'm just shocked bungie's servers are running fine and xbox.com's are not. Once one player picks it up, the other co-op players automatically get the achievement/unlock.
It is actually easier to do skull hunting in co-op since you can jump on peoples heads etc, and if you screw up a jump and fall below or something you can just kill yourself with a grenade and you'll respawn right by your partner who's in the correct spot.

I either get killed by the Brute pack in the front, or the Wraith. But if I manage to escape both, there are multiple Grunt turrets next to the anti-air Wraiths killing me
