My purchase data was...stolen?

So to start, I froze my credit with experian a long time ago, no worries there. I don't use credit, so it doesn't matter. Now, about 4-5 months ago I grabbed a few things off ebay. The items got lost or something and had to be shipped again, I figured it was no big deal and eventually got them.

Now in the last month, I've been getting invoices from this place called Ginnys, and Dr. Leonard's (who is affiliated.) Sometimes they're blank with no items, and sometimes they have those same ones off ebay. They list the card as "credit card" or just "visa" with no other information. It has my name and shipping address. They sent me an entire catalogue as well, and seems to be a legit business. But I've never heard of these places in my life.

I called them up, and immediately got suspicious because things didn't sound right. The guy was completely flat, like someone got hit in the head and had brain damage. I asked for a recipe for chocolate chip cookies, but he got confused. So I asked him directly if he's AI and why he sounds weird. The guy said it was an accent changer for quality service. I got pissed and said it would be quality service if he spoke normal English, and I don't appreciate being fucked with. Well he turned it off, but still had issues understanding, so he transferred to the some manager lady. She said it would get marked with their fraud department and they'll close my account, but she wanted a notarized letter saying I didn't buy from them. I told them hell no, I'm busy enough and it isn't my job to figure out who is purchasing their stuff.

I still don't know how they got my info. The only idea I have is that it's a sinking business and they're stealing data to make fake invoices for write offs. Maybe they bought out some ebay sellers and merged. Has anyone had this happen? It's a good thing I use proxy cards online. This was enough of a headache

Why didn't you do the letter? Isen't it something that takes like 1 minute?
