Basically like the portable cd-mp3 players except it can read DVDs too (not movies, just DVDs with mp3s on them).

Something like this would be nice to have for my car and I can't imagine one costing more than an ipod, iriver, or similarly outrageously expensive product.

Been looking around and haven't found anything, so I doubt one exists, but still nice to double check.

I saw a portable DVD/mp3 player on ebay a while ago and it was fairly cheap too. I looks just like a CD player; no screen or anything. You plug it into the TV to play DVDs and it can read CDs or mp3s on CDs. I think the catch was that it couldn't read mp3s on DVDs. Though now that I type that, it doesn't make much sense, so maybe I'm wrong. Anyhow, I do think what you're looking for exists.
