Well one of the air attacks could be the gravity kick, the gravity slide should be there, throwing objects another, of course lots of kicking, be cool if they offered a lot of aerial moves and combos.
Okay this where it gets fun. What will kat's supers be? Here's mine.
Level 1 - generates a small stasis field and picks up character nearby and launches them.
Level 2 - cat claw attack, that runs nearly half the length of the map.
Level 3 - dusty turns into panther, and merges with Kat and everyone on the map gets lifted by gravity, leaving them susceptible.
LOL, what the hell. "Mega Buster thing" is clearly Kratos.

Yep thought about that, I think it could be different enough. Especially in how it's animated and if the character is thrown up and away.
Yeah, Kat is the best bet so far I think. Specter doesn't fit as much.
Just use her existing supers. The stasis field should be a normal move (or grab) to flesh out her attacks. The super stasis move could be a super where she levitates and throws several rocks.

Those red legs you are basing all this on looks like red pinchy claws, or a red magnet, attached to a crane, like you sometimes see in cartoony stuff. Like this:
