Sony's internal projections for Spider-Man 2 show they didn't expect the game to sell more than Spider-Man 2018.
Based on this fact alone, I doubt they expected Ghost of Yotei to sell more copies than Ghost of Tsushima.
Most Resident Evil titles released within the past 7 years still haven't sold more than their predecessor.
I believe they expected spider man 2 to sell less because in 2023 we were well into the "Marvel decline" and people were not as excited about the brand. Marvel were struggling. From 2019 onwards the backlash started against marvel. So, that is why I believe they projected less sales Vs the first game that launched in peak marvel fandom.
Sequels are supposed to sell more copies. A good sequel should grow the IP not shrink it. If sales decline on a sequel it means the first game didn't actually have as much appeal as hoped once the title got into customers hands and the sequel doesn't seem to be addressing those concerns.
