No it is nonsense. We played games at 30fps for decades perfectly fine. They don't suddenly become unstable and unplayable just because you say so lmao.

On consoles, 30fps is the perfect sweet spot for amazing graphics and smooth gameplay. Fact

less frames = fewer samples per second

modern engines have multiple temporally upsampled effects, and are often also temporally upsampled for the final output.

so yes, 30fps has become unplayable and unstable now. even at 60fps image quality these days is smeary. and at 30fps, with half the sample rate, that smearing and ghosting gets even worse.

Promoting Wolverine like it is 1995 again. A New Omnimusha game (Using the RE Engine?, yup RE Engine) ... I am behind... but this is a pretty good showing. New Silent Hill... expected. Ace Combat 8: Expected. But neat.
