Because they are the 3D models from Resident Evil CGI movies..
Only one I've enjoyed is Degeneration (Claire avatar is from that one). Leon looks awful in all of those movies.

Also, from the anniversary art that is pretty terrible and is almost as bad as an AI art.

Other than Chris, they used literally everyones worst looks. Leon in Death Island looks like Troy Baker, Damnation claire is one of her most low res and derpy, Ada looks like a man in Damnation, Jill is RE3make which is her worst look and she looks weird af in that picture besides. Who picked these avatar choices?
