Not necessarily. Even if not illegal, a President can be removed for being physically or mentally unfit/unable to do his job. Something like this would be a big piece of evidence if such a thing would be pursued. It won't be, but just saying

Because it was legal, this won't get him impeached or anything, but it absolutely is a bad look. Especially when you factor in that no US press was allowed in the room for the meeting and all the photos came from Russian media. This is basically a massive tank of gas tossed on the fire as far as the Trump/Russia connection goes in the media.
