It's not a movie, but Mob Psycho 100 is filled with fantastic animation.
Seconding this, of course.
Do be aware that the gif just posted isn't entirely representative of what that show is about or anywhere close to its tone. Anyway, you'll like it or hate it.

Came to post Metropolis, see that it's already mentioned multiple times.
I might add Green Legend Ran as one that likely no one else will ever mention. It also has a surprisingly decent English dub (that goes extremely well with the lip sync)

the second gif is quite possibly the best fight in anime history. rain soaked, neon lights in the background, high stakes and the culmination of an entire movie and rivals fighting it out one last time. i don't even like anime but fucking adore cowboy bebop

Because it's about animation not painting or art style. There is barely any animation in those pictures.
Look at the first Ghibli gif posted. Look how many different things are all moving at once and smoothly if flows. Now realize that was all done by hand with the artist taking into account how each moving object would move from one frame to the next and then drawing them all in one harmonious fluid motion. Truly great animation.

I'm assuming you mean a region A release? Because it's been out on region B blu-ray in the UK for 5 years.
Don't forget about the feet.
Boom era 80's was arguably better for high budget, quality Japanese animation. Robot Carnival, Neo Tokyo (Manie Manie Labyrinth Tales) and Akira are some of the greatest showcases for traditional animation ever.
Also if anybody here is familiar with Little Nemo: Adventures in Slumberland, Yoshifumi Kondo (director of Ghibli's Whisper of the Heart) did a 70 mm test short in 1984, and its some of the best examples of special effects animation in anything, ever.

The only region B Blu-ray is from Dynit in Italy, which only contains the OVA version. The Japanese 2013 Blu-ray has the OVA with English dub and the movie edition with bad English subtitles, but it has been out of print for quite some time and it is very expensive on the second hand market. The Japanese movie edition Blu-ray from 2016 does not have English subtitles.

I keep wondering, is anime really crappy nowadays compared to the 80s/90s animation-wise (yes, I know there's plenty of shows with good animation still coming out), or are the examples in this thread cherrypicked?

Yes. That's the one I don't want to post. It's super tame, but I prefer to use my best judgement. It has been posted on GAF in the past though.

Mixed bag.
The thing is, the sheer quantity of anime has gone up ridiculously so, which has somewhat stretched the industry thin, especially for those companies that primarily rely on freelancers they pay frame by frame. Add in some pretty demanding scheduling (see: the differing versions of Yuri of Ice because of edits being made right up to the last minute), and the result is one where I'd say the overall average is down, but there are still some magnificent highs - even in the cheapest series you're likely to find at least a few sakuga moments. For an overall and consistent quality, you'd have to pick out companies who honestly just don't put out that much work, like Kyoto Animation, and thus are able to give each series the care and attention they really need. That, or you find series that the staff seem to honestly enjoy doing - this is how One Punch Man got to look so good as it does. Its budget wasn't really any higher than others, but the staff really fucking liked what they got to do with it.
It's not a movie but One Punch Man has some stellar animations when it counts.
The last dodge frame kills me.
He wants to do Ninja Scroll 2, hell he did a two minute teaser to get investors interested, but nobody wants to fund it.

Definitely Farewell To Weapons from Short Peace. Reminded me of the older, more golden days of anime. The GONK was incredible to see.

Which is about every episode.
Oh yes, that one looked great. I'd mention Combustible from the same collection (Short Peace). It's actually my favorite of the bunch.
It deliberately mimics the style of woodcuts, and the whole film is staged from right to left, just like the prints are supposed to be read.
