Second party does exist and it does make sense. It's when a publisher contracts an external developer to create a game.

This isn't the first time Sony have allowed a digital title to be ported to PC months after release.
This is PlayStation Mobile, Inc. They publish some app for iOS and Android and Helldivers will be the very first PlayStation published game on Steam.
Really a surprise for me, but my guess is Sony can help little games like this (and their developers) to gain some sales and notoriety.
However, Sony does not have symbiosis with the PC market like MS with Xbox <3 Windows 10, so I wouldn't expect any big PlayStation IP (Uncharted, GT, Bloodborne) on Steam.
But smaller games from external developers like Resogun, Alienation, Everybody's Gone to the Rapture... After all, why not ?
This is great news for Arrowhead here, and the perspective to go on Steam after the PS4 release can seduce even more studios to partner with PlayStation on a Sony IP.

Sony's best interest is to make PlayStation people's device of choice. Platform exclusives are a part of that.
Because more exclusives is always better, plus every sale made on PSN is more profit for Sony than a steam sale.
And as I said, it sets a bad precedent, now people may wait before they buy a game "because maybe it will come to Steam sometime..."

That's first party. The ownership of the studio is irrelevant, it's the ownership of the game that matters.

Smaller titles like this for sure I could see coming to PC. Everybody's Gone to the Rapture for example.

It is definitely a first here, this is a Sony IP and the first PlayStation published game on Steam. This is nothing like Papo & Yo going to PC after the PS3 release, for example.
Weren't the Pixeljunk games also published by SCE? Those ended up on PC as well.
