But double-checking what I once thought was some sort of energy beam made me realize that those are tornadoes in those screenshots... I never would've guessed we'd be seeing Cody in the base game, but I've been wrong many times before.

What's confusing is that it appears (based on the framing of the photos) that both wind moves are projectile/ranged attacks. I could see them adding one new move such as that an existing character, but two is unusual, lest they're doing a rather large overhaul. Still, I'm keeping an open mind on things.

I think it's obvious it can't be Cody. We've seen him recently and he can't be considered a classic street fighter character because he's a Final Fight character. And nobody would expect to see him because nobody expects to be disappointed.

Rufus on the other hand has been an instant classic since his debut wayy back during the hey day of Street Fighter, 2008. We also need a SF4 character since that's the one most people have played.
