Yes you can because the games are not completely related to each other outside New Vegas referencing some minor things from Fallout 3. The setting of this upcoming game will be in Boston about the Commonwealth which is briefly mentioned and described in a Fallout 3 side quest but just read up on that if you want it's not worth playing Fallout 3 just for that if you want to skip Fallout 3.I haven't even played the 2 recent games. Can I play New Vegas before F3 without missing out on anything?

Bethesda's next installment will be called Fallout 4 or Fallout IV. That's why Skyrim is The Elder Scrolls V: Skyrim, not The Elder Scrolls: Skyrim.
