They never left in the first place, just that instead of the classic IPs the west have known them for they focus on baseball, yugioh, football and rhythm games.They are getting back on the industry NOW after what? 8 years?
And even then, its mostly made up of ports/retro collections(so zero risks involved, since its when the games were made when Konami was considered one of the best devs in the industry) or cheap remakes.
I do hope they 100% come back, and while this is better than nothing, its too soon to say they are actually interested in gaming again.

And we still need to see if they are really putting both feet in, and if they will be back for good.
