New York City has agreed to pay more than $4 million to the family of Akai Gurley, the unarmed man killed in a Brooklyn housing project in 2014 by a police officer on patrol, according to a lawyer for Mr. Gurley’s family.

The city will pay the bulk of the settlement, $4.1 million, said Scott Rynecki, who represents Mr. Gurley’s domestic partner, Kimberly Ballinger, and their 4-year-old daughter, Akaila Gurley. The New York City Housing Authority will pay an additional $400,000, and the officer, Peter Liang, will pay $25,000, Mr. Rynecki said.

They've crafted a pretty genius (if evil) cycle.

- Harass people of color and force the city to occasionally pay out millions to settle lawsuits.

- That money comes out of the city budget, so now areas with people of color will receive less funds for social services (because areas that have gentrified will have more lobbying power to buffer themselves from budget cuts), keeping them economically weak and ripe for more harassment.

- When and if the city needs to raise more funds, they can push higher quotas for tickets and seizures.

- The quotas push officers to harass people of color more often.

And the cycle repeats.

Its the "ghetto lottery". black folks pay in in the form of taxes and fines (and being harassed), then somebody "wins" by getting killed and their family gets paid out. The police budgets don't change though, the payout just gets recouped from the population.

Playing is not optional.
