Sakura Wars 4 is a bizarre choice, that game was more or less DLC that they sold on a disc at full price, like a third as long as the main games and mostly like a big crossover fan service epilogue.

Looking at their criteria wouldn't virtua fighter 2 beat out 4?
Any episode from 1 to 4 would qualify imo (some would disagree for 3, but I stand by it :p). I'd be ok for any episode appearing there, and there's only room for one.
Maybe one could say VF4 has been more influential on other games in the genre since most of them adopted its "kumite" mode, while the core gameplay of VF didn't make it to that many games.
